Lord Mogg, CEER President and Chair of the ACER Board of Regulators, met with energy journalist Hughes Belin during the CEER annual conference on the 25th of January 2012 to discuss Energy Infrastructure in the European Union.
In light of the recently proposed Energy Infrastructure Package, Lord Mogg defines the role of regulators. According to the CEER President and Chair of the ACER Board of Regulators, regulators should employ their expertise and independence in the process of implementing the package and identifying possible Projects of Common Interest (PCI). Moreover, when it concerns cross-border projects, regulators are there to allocate costs.
Lord Mogg points out that the Infrastructure Package embodies relatively limited funds when compared to national expenditures. Therefore regulators apply strict cost-benefit analyses to determine whether projects are feasible. Mogg continues by stating that funding should not go to commercial viable projects, but rather to those promoting European energy integration.
Final point of discussion is the need for streamlining the various permitting procedures on the national levels. If Europe wants to provide in a trustworthy security of supply, projects need to come together faster according to Lord Mogg.
