Antonio Fernando Correia de Campos, Rapporteur of the Energy Infrastructure Regulation & MEP, met with energy journalist Hughes Belin during the CEER annual conference on the 25th of January 2012 to discuss Energy Infrastructure in the European Union.
The rapporteur points out that EU involvement in the Energy sector is still novel. Energy was only institutionalized through the 2008 Lisbon Treaty, with article 194 specifically referring to energy.
Correia de Campos continues by elaborating on some of the major concerns surrounding Energy Infrastructure, which includes the procedures to select priority projects. This selection embodies a delicate balance between economic interests and those of the general public. The rapporteur believes that selection procedures should pay greater detail to the externalities of projects, whereas those who benefit from positive economic spill-over can invest as well.
The Portuguese MEP points out that further attention should go to streamlining permitting procedures. Accordingly, Correia de Campos supports the Commission’s recent proposal for a tight permitting deadline of 3 years to be met by all Member States.
