The European Commission is preparing a controversial review of the EU’s energy taxation directive that would introduce a carbon tax on sectors outside the EU emission trading scheme (ETS), primarily agriculture, transport and households.

Commission director for indirect taxation Alexander Wiedow and French deputy permanent representative Philippe Leglise-Costa join Sonja van Renssen to discuss why a revision is urgent and essential, and what obstacles it faces.

Subsidiarity, carbon leakage, and protection for the vulnerable emerge as key points of debate. But what it finally comes down to is whether member states are ready to seize this opportunity for a broader transition to green taxation.
