Delay Multiannual Financial Framework 2014-2020 vote harms Horizon 2020, argues EPP

The final vote of the European Parliament on the Multiannual Financial Framework 2014-2020 which was initially scheduled for October 23rd has been taken off the agenda of this week’s plenary following a dispute over a payment of €400 million  for the European flood fund requested by the Council. The Council wants to pay this €400 Million from the 3.9 billion of additional national contributions to the 2013 budget which was agreed in July 2013, but the European Parliament does not see any scope for extra commitments in the 2013 budget. Now, the vote could take place in November 2013 the earliest. A further delay of the final vote would lead to a delayed start of several crucial programmes planned for 2014 under the “Horizon 2020” research initiative, warns Antti Timonen.
