Energy efficiency should be a priority for 2030, argues Richard Cowart

Leading environment journalist, Sonja van Renssen, is joined by Richard Cowart, Director of the European programmes at the Regulatory Assistance Project (RAP), to discuss Energy efficiency.

The public debate on the 2030 Energy and Climate framework kicked off on Wednesday, 27th March, with the European Commission’s Green Paper. Richard Cowart believes a policy that does not drive aggressively towards removing the wasted use of energy will fail because it will be too expensive, too slow and too dirty.
